Civil radiation-safety and monitoring capacity for Central American competent authorities: regulatory infrastructure, source registers, personal and area dosimetry, radioactive-waste and transport safety, and emergency preparedness — the non-power side of the fuel-cycle ring. Engineering read is calibration traceability, inspection capability, and whether national labs can sustain monitoring without depending on a dashboard over someone else's sensors.
